Texas Governor Greg Abbott said Tuesday that many of those who are not accounted for were staying in state’s Hill Country but did not register at a camp or hotel.

The Guadalupe River basin had drawn July Fourth weekend revelers to its youth and family campgrounds, RV parks and apartment rentals. But this basin was also prone to flash flooding – and soon an entire summer’s worth of rain would begin to fall.
